Development of Feasibility study of the "Samarkand Airport Modernization"

The following documents forms the basis for the project development:

  • Decree of the President of the Republic of Uzbekistan dated November 27, 2018 No. 5584 “On measures to essentially improve the civil aviation of the Republic of Uzbekistan”;
  • Decree of the President of the Republic of Uzbekistan dated August 13, 2019 No. 5781 “On measures for further developmentof tourism in the Republic of Uzbekistan”;
  • Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated April 03, 2021 No.176 “On measures to implement the project for the modernization and operation of Samarkand international airport on the basis of public-private partnership.”

The project goal is to upgrade the existing international airport in Samarkand and increase passenger traffic up to 1000 passengers one way during peak hour.

This goal is achieved through implementation of the following objectives:

  • Construction of a modern air terminal complex in order to provide a high level of service for passengers and airlines.
  • Construction of a building for official delegations (BOD) for meeting passengers, the service of which requires separate records — official delegations, members of the government, senior government officials.
  • Reconstruction of the airport bulk fuel installations without increasing its capacity and process flow diagram: replacement of outdated and worn out equipment and materials, modernization and retrofitting of separate systems, incl. general site control system and instrumentation and automation of the refueling complex; aviation fuel metering, storing and accounting system (IMS) at consumable tank farm; automatic fire extinguishing system for tank farms; low-current systems.
  • Reconstruction with the airfield part expansion (in the amount of compensation to the state partner).

The project implementation is envisaged for the period between QI 2020 and QIII 2021, the estimated duration of construction is 19 months.

Construction cost is 130.02 million USD including VAT.

The basic design for the new passenger terminal building and the building for engineering utilities was performed by Turkish company Kiklop. The expansion detailed design of airfield was carried out by Aero Loyiha Servis LLC.

The main engineering and process solutions in the project were adopted in accordance with international regulatory and reference documents. In particular, IATA Airport Development Handbook, 10th ed., 2014 is guidance for the new passenger terminal building project. The calculation on main functional groups of the premises is based on the compliance of the new terminal building with the service class “C” (“Good”) according to Classification of airports by the level of service for passengers (LoS) of International Air Transport Association (IATA). Compliance with this level guarantees: a good level of service, stable passenger traffic, provision of acceptable throughput, balance of service subsystems, acceptable delays, and a good level of comfort.

The new terminal will serve both domestic and international flights.

The new passenger terminal building consists of one content, four-storey, rectangular in plan with dimensions of 171×78 m in the axes. The structure is frame, the frame material is monolithic reinforced concrete. The frame mesh is unified, size — 9×9m. The building is divided in length into 3 equal parts by two isolation joints in the transverse direction.

The building is four-story with a basement. Basement height 5.25m (floor to floor); height of the 1st, 2nd and 3rd floors — 3.8 m (from floor to floor); the minimum height of the premises of the 4th floor to the bottom of the roof load-bearing structures is 6.15 m.

There are 2 fixed crossings (passenger loading bridge) on the north side of the building for embarking and disembarking passengers on aircraft. Slope of the ramps of both crossings in the longitudinal direction is 8.7% The passenger traffic for embarkation and disembarkation are separated. As the enclosing structures of passenger loading bridge, the project provides for a facade system made of aluminum profiles filled with translucent glass units. To arrange the second evacuation exit, staircase and elevator section was constructed to the fixed type ladders. Staircase type L1 (with glazed openings in the outer walls on each floor). The structures of the staircase and elevator units are made in monolithic reinforced concrete.

The area of covered sheds above the apron is calculated based on the required area for servicing gates in accordance with IATA recommendations.
